Position Summary
The Administrative Manager (Manager) is accountable to the Associate Director: Residence Operations, for the effective management, planning, and development within the following key areas: administrative processes, budget, financial control, space utilization and general operations planning for the Department of Residence.
The Manager must interact with various administrative offices of the University to facilitate decentralized resource management. This role is accountable for providing effective and efficient services in the planning and implementation of all departmental functions, as well as policies and administrative procedures necessary to ensure the Department’s efficient operation. The Manager is responsible for numerous matters pertaining to full- and part-time staff and human resource planning. The Manager must provide a flexible and wide-ranging support service to the Associate Director and is a policy advisor to the Associate Director regarding resource utilization, budget and management of administrative projects and processes.
The Manager is a member of the Department’s senior management team and contributes to planning and policy making for all aspects of departmental operations. The Management Team provides leadership for strategic planning, policy development, financial administration, and resource allocation to facilitate informed and effective decision-making.
The Manager works independently and is required to make decisions that are broad and direct. The incumbent maintains an in depth understanding and awareness of the University, and acts for the Department in areas relating to human resources, financial management, and organizational change. The Manager confers regularly with management staff of the University and represents the Department in decision-making circles.
Much of the work is confidential and/or sensitive in nature and the incumbent must maintain an acute awareness of issues within the Department and University. The incumbent serves as a core liaison between Residence and departments within the University and the community.
This role has a university-wide mandate and travel to other campuses and locations may be required to attend meetings or events.
Accountabilites
Staff Management and Human Resources

Provides leadership and management of administrative functions with the Department.

Directs the activities of a diverse professional staff and coordinates work schedules of 4 full-time administrative staff to ensure that Departmental objectives are carried out.

Establishes procedures to ensure financial, administrative, technical and human resource goals are met.

Constantly monitors quality of service and takes steps to continuously improve and streamline processes.

Manages hiring process for new or replacement staff positions within the Administrative Unit.

Fosters and facilitates staff training and development.

Conducts staff meetings to foster critical communication in a team environment.

Analyzes organizational structures, work practices and assignments and staff positions, and conducts workload reviews ensuring that resources and customer service levels are maximized.

Provides leadership by setting goals, including appropriate staff development activities to achieve these goals, and establishing performance indicators to measure achievement.

Responsible for short- and long-term HR planning within the Department, including staffing levels, responsibilities, and development initiatives.

Advises the Associate Director on issues relating to organizational change and staff re-organization.
Residence Admissions Management
-
Oversee all aspects of the residence admissions process starting with the online residence application (creation, updating, testing and debugging) for both the Waterloo and Brantford campuses.

Manages the residence admissions process, which includes the placement of up to 4,000 students into individual beds and student rooms. This involves varying admissions processes and timelines for several different student groups. Management of the timeline and student needs are significant factors in this process (Waterloo and Brantford).

Manages the data download from Symplicity into Banner ensuring that the necessary parameters are met.

Liaises with Admissions as changes arise regarding coding of student records and residence eligibility.

Manages all rate codes and room configurations in Banner for the residence inventory.

Manages vacancies and helps plan for revenue maximization as it pertains to empty rooms.

Connects with ICT regarding changes required to Banner processes or parameters for file downloads/uploads.

Prepare reports, data analyses, and statistics for purposes of analysis and decision-making, and develop projections, including working with IT to produce and revise Cognos reports as required.
Financial Management
-
Manages the data upload of files into Banner to create residence deposit records as well as room and meal plan assignments and completes financial reconciliation of the admissions process (Waterloo and Brantford).

Manages room configurations, rate codes and accounting protocols in Banner.

Oversees Residence Life student staff hiring process related to hiring documentation and processing of all stipends, honorariums and student compensation records as well as programming funds calculation and allocation.

Responsible for testing related to Banner upgrades as requested by ICT.

Processes residence deposit refunds through Moneris and completes monthly reconciliations of Moneris and RBC accounts including preparation of JVs to transfer funds from RBC bank account to Residence Holding Account.

Completes student bordereaux for tenant insurance for fall, winter and summer terms.

Approves invoices in shoplaurier.

Manages the processing of charges on student accounts for replacement keys, lock changes, damages and residence deposits.

Oversees processing of residence withdrawals and room switches in Banner.

Generates Cognos reports to identify cancellations (rescinds and deferrals), changes in student registration status, and student residence eligibility; verify room rate codes; summarize residence placements and empty rooms;
Equipment and Key Management

Coordinates the planning for appropriate meeting needs as changes occur with technology, capacity and staff complement.

Oversee the management of keys for the entire residence system including the distribution, replacement and overall administration of keys for 4,000 students.

Develops procedures for security of assets including key control and Department specific access control policies, and works with SCS, FAM, One Card Office, etc.

Prepare recommendations for the Associate Director on the allocation of staff office requirements, space, and room allocation within the Department.

Reviews and plans for the hardware and software requirements for the Department and plans for administrative computer support.

Ensures compliance with record retention policies for paper and electronic records;
Organizational Development and Administration
-
Serves as a resource for staff and students in matters of policy and procedures as it pertains to Residence.

Reviews and revises procedures and policies as needed to ensure effective operation.

Responsible for the ongoing development of documentation and user manuals.

Identifies areas of improvement, growth or change within the Administrative Unit and oversees the implementation of effective systems to address the changing needs and working environment.

Responds to requests for information and statistical data related to the Department as required.

Provides decision support to the Associate Director, prepares reports and statistics for purposes of analysis and decision-making as required.

Facilitates the work of the Department and ensures timelines are met by promoting and developing collaborative relationships between the Department and university partners, including Financial Resources, StudentAR, Laurier International, Admissions, Accessible Learning, Parking, FAM and One Card Office.

Oversee the review and updating of the departmental website and chatbot as well as all marketing and recruitment materials.

Qualifications
- Post secondary education (business or other related field), or at least 5 years related experience;
- Strong leadership and human resource management skills;
- Strong organizational, decision-making, and project management skills;
- Problem-solving skills; ability to analyze and streamline complex processes;
- Ability to analyze numeric and other data and to present it in appropriate form for review by the Director and others;
- Comprehensive experience managing budget involving long-range planning;
- Knowledge of the Banner finance system and the ability to manage budgets;
- Excellent interpersonal and communication skills with ability to work with a variety of constituent groups at all levels;
- Confidentiality, diplomacy, tact and initiative.
- General knowledge of computing applications and their use for administrative applications, especially as it pertains to Excel.
- Broad knowledge of human resources and collective agreement administration.
- Broad knowledge of facilities and building operations and services.
Hours of Work
This is a Full-time, Continuing position. The normal hours of work are Monday to Friday from 8:30am to 4:30pm.
This role requires daily in person attendance and is not eligible for a flexible work arrangement as per Policy 8.14 (Flexible Work Policy).
Compensation
Level: MG-2A
Salary Range: $73,174 to $91,467 annually
Broad salary ranges include a hiring range ($73,174 - $82,320), a target range ($82,321- $100,614), and a premium range ($100,615 - $114,333).
When new employees are hired the appropriate base salary is determined using these sub-ranges as a guide while adhering to rules on hiring as defined in our compensation policy. Considerations for new hire salaries include, qualifications and length/depth of required experience, relevant market rates for similar jobs, internal equity, and estimated learning curve in starting the job.
