Position Summary
Reporting to the Associate Director, Strategic Initiatives and Communication and working under the guidance of the CIO and ICT Leaders, the Enterprise Architect provides strategic technical leadership for Wilfrid Laurier University’s information technology environment. This role is central to identifying and mitigating institutional technology risks, maintaining an accurate and current view of Laurier’s IT capabilities, and improving ICT’s ability to respond to the organization’s evolving business needs in an efficient, sustainable, and adaptable manner.
The Enterprise Architect builds and maintains comprehensive architectural models across all components of IT infrastructure — systems, networks, hardware, and software — using a structured framework aligned with industry-recognized methodologies such as TOGAF. The role plays a critical part in major ICT decisions with enterprise-wide implications, working in a consultative capacity to translate business needs into technology capabilities and ensuring suitable solutions are realized.
The Enterprise Architect leads the ICT Architecture Group (ICTAG), a multidisciplinary team of subject matter experts, managers, and ICT leaders, with a clear mandate to maintain the integrity and security of IT architecture at Laurier. The incumbent is also responsible for coordinating the review and approval of cloud and technology solutions for compliance with Laurier’s Cloud Policy and Information Security Policy, collaborating across ICT, Procurement, Privacy and Records Management, and the University Counsel.
This position has a university-wide mandate and is based at the Waterloo Campus. The incumbent provides subject matter expertise to all campuses, requiring regular interpersonal interactions and collaboration with departments at the Waterloo Campus, the Brantford Campus, locations in Kitchener and Milton, and external partners. Special attention is given to ensure equitable service delivery across all locations.
Accountabilities
EA Governance & Cloud Solution Compliance (PSIA)
- Lead and take ownership of the review and approval of cloud and technology solutions in collaboration with the Operation and Financial Coordinator for compliance with Laurier’s Cloud Policy and Information Security Policy (Privacy and Security Impact Assessment — PSIA process).
- Prioritize, schedule, and initiate PSIA reviews for multiple concurrent requests, managing overlapping urgencies and timelines.
- Monitor progress of assessments, following up with Laurier business units and vendors; collect and consolidate feedback from the PSIA team across multiple review iterations.
- Maintain and update relevant compliance documentation including a PSIA Tracking Sheet (or equivalent), Application Portfolio Catalogue, and Banner Interface Catalogue.
- Serve as the primary escalation point for university community on questions and issues related to Cloud Policy requirements and PSIA outcomes when needed by the Operations and Financial Coordinator.
- Communicate outcomes to Laurier business units, vendors, and the Legal Office.
Architecture Framework & ICTAG Leadership
- Lead the activities of the ICT Architecture Group (ICTAG), a multidisciplinary body of subject matter experts representing all technology domains of ICT.
- Organize, schedule, and facilitate regular ICTAG meetings; prepare and post agendas; capture, distribute, and archive meeting notes and recordings.
- Develop and maintain a structured EA framework for documenting and representing ICT capabilities through architectural views and models aligned with TOGAF and/or Zachman methodologies.
- Lead the development of architecture blueprints — including application, integration, and technology views — for systems maintained by ICT and used across the university.
- Continuously monitor architectural views, updating them to reflect changes, additions, and alterations to ICT components.
- Conduct annual reviews of key EA governance documents, including the ICTAG Charter, Laurier EA Practice, EA Guiding Principles, and Laurier Technology Standards.
- Maintain and update the ICTAG Document Library as the institutional framework for EA documentation.
Project Consultation & Architectural Review
- Participate actively in project and team meetings (including Projects & Consulting Office meetings and Change Advisory Board) to remain current on ICT initiatives and emerging changes.
- Identify projects and system changes requiring ICTAG review of our enterprise architecture reviewal processes (PSIA, SIAA, and/or VICA), proactively engaging teams to ensure timely architectural involvement.
- Present architectural views, standards, tools, and methodologies to diverse audiences across the university, including non-technical stakeholders.
- Collaborate with project teams and stakeholders to review objectives, assess architectural conformance, and recommend solutions to complex technical challenges.
- Monitor RFC/ticket queues to identify deployments requiring compliance review or documentation updates in EA artifacts and taking initiative to engage with partners to ensure the correct information is captured or ICTAG review.
Strategic Advisory & Continuous Improvement
- Advise and recommend enterprise architecture strategies, processes, and methodologies to ICT Leadership, ensuring ICT objectives remain aligned with the institution’s long-term business goals.
- Investigate and share emerging best practices, technologies, and vendor solutions to inform ICT strategic and operational planning.
- Actively participate in the discovery and documentation of business scenarios driving technology solutions; identify and leverage opportunities across functional groups.
- Engage with external EA communities including Educause (ITANA, IBAWG) and CUCCIO Arch SIG to bring leading practices back to Laurier.
- Champion the value and use of EA artifacts across ICT teams, promoting a culture of architectural documentation and governance.
Qualifications
- Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field.
- Minimum of 6 or more years of progressive experience in enterprise architecture or a related IT leadership role.
- TOGAF 9 Certification (or equivalent EA framework certification) required or in progress
- Demonstrated knowledge and practical application of EA methodologies including TOGAF Architecture Development Method (ADM) and Zachman Framework.
- Proven experience designing and documenting solutions across the full project lifecycle, from requirements discovery and design through development, testing, implementation, and production.
- Experience leading and coordinating Privacy and Security Impact Assessment (PSIA) or equivalent cloud compliance review processes.
- Strong understanding of IT infrastructure components including systems, networks, hardware, and software in a complex institutional environment.
- Outstanding leadership skills; demonstrated ability to lead and influence multidisciplinary teams without direct authority.
- Excellent communication, relationship-building, and presentation skills; ability to convey complex technical information to diverse audiences including non-technical stakeholders.
- Strong analytical and problem-solving skills; acute attention to detail with a structured, organized approach to documentation and record-keeping.
- Experience in a post-secondary or similarly complex institutional environment is an asset.
- Familiarity with cloud platforms, SaaS procurement frameworks (e.g., HECVAT), and information security policy environments.
- Active engagement with external EA professional communities (e.g., Educause, CUCCIO) is considered an asset.
- Commitment to continuous learning and staying current on evolving technologies and EA practices.
This position has been deemed eligible for educational equivalencies.
Hours of Work: This is a full-time, continuing position. The normal hours of work are 8:30 am to 4:30 pm, Monday to Friday. Flexibility in hours may be required, including evening and/or weekend work due to periods of high volume. When possible, the manager will adjust the work schedule to ensure no more than 35 hours are worked in a week. This position is eligible for a flexible work arrangement, as per Policy 8.14 (Flexible Work Policy). All arrangement must be approved by the direct manager. In-person attendance for events, as required to meet operational needs, is expected. On occasion, this schedule may need to be adjusted to meet operational requirements.
Compensation:
Level: G
Rate of Pay: $52.17 to $55.14 per hour with an annual step progression on anniversary date up to $59.63 per hour. Considerations for new hire step placements include, qualifications and length/depth of required experience, relevant market rates for similar jobs, internal equity, and estimated learning curve in starting the job.
