Position Summary

This position is a multi-campus role reporting to the Assistant Vice-President: Facilities & Asset Management, the Manager, Parking and Transportation Services is responsible for all aspects of parking and transportation resources at the university.

 

The position provides leadership, guidance and co-ordination for the strategic utilization of parking and transportation resources. The Manager must be self-motivated and focused, in a fast-paced environment. It is essential that the incumbent have excellent communication and interpersonal skills and be comfortable dealing with a variety of clients both internal and external to the university. The Manager develops and co-ordinates alternative transportation options and educates the university community regarding these options.

 

The Manager is responsible for the maintenance, construction, repair and renewal of campus parking facilities including signage management. The Manager oversees the administration of the parking budget including strategic planning for revenue sources, expenses and capital expenditures. The Manager manages parking violations and develops protocols to effectively administer these in a fair and equitable process.

 

 

Accountabilities

Operations Management:

  • Plan, organize, direct, and evaluate the operations of all campus parking facilities.

  • Develop, coordinate and implement a plan for the sale of campus parking permits, including online registration and payment integrations.

  • Develop and manage protocols for the administration and enforcement of parking rules and regulations.

  • Responsible for the evaluation of parking lot utilization data to make recommendations to maximize occupancy.

  • Maintain an update a parking space inventory for all campuses including both owned and leased parking areas

  • Responsible for the maintenance, repair and reconstruction of university owned parking facilities

  • Responsible for coordinating winter maintenance and snow clearing of parking facilities

  • Develop and design campus parking lot signage, including replacement.

  • Provide support, resources and guidance on parking and traffic operations in the planning of special events, conferences, and construction activities.

  • Co-ordinates with the City of Kitchener and City of Brantford to support campus parking in these locations

  • Monitor and maintain up-to-date technology relating to parking computer software and industry enhancements

  • Responsible for all aspects of customer service related to the delivery of departmental services

  • Engage and negotiate with customers, as necessary, to resolve sensitive conflicts and issues relating to parking, including 2nd level parking appeals, with tact and diplomacy

  • Develop and foster relationships with campus partners to support University operations

  • Operational support for leased parking areas in accordance with terms of the lease agreements

  • Maintain department’s website providing multi-campus parking related information

  • Responsible for employee relations related to all direct reports including recruitment, training, performance management and appraisals

 

Strategic/Capital planning:

 

  • Develop and make recommendations on short- and long-term strategies for current and future growth/evolution of parking operations and facilities in keeping with the university and parking masterplans

  • Develop a multi-year capital project plan for the reconstruction of university owned parking facilities.

  • Prepare briefing notes for parking related proposals for submission to university senior leadership and/or Board of Governors

  • Provide input and support for the development of university strategic planning documents and strategies, such as masterplan development, official planning documents and asset monetization strategies

 

Financial/Accountability

 

  • Develop and manage the multi-campus annual department budget

  • Responsible for departmental quarterly financial reporting and annual financial forecasting

  • Responsible for year-end processes and annual financial reporting

  • Recommend increases to all parking related fees and fines

  • Responsible for the RFP & RFQ vendor processes related to parking operations; ensuring established university procurement guidelines are adhered to.

  • Responsible for lease and invoice payment processing related to parking operations

  • Ensure university compliance related to Ministry of Transportation authorized requestor agreement

  • Interpret municipal parking by-laws related to university operations and reports non-compliance

  • Ensure compliance with the university negotiated collective agreement commitments related to parking

  • Request Certificates of Insurance as required for leased parking areas

  • Responsible to ensure health and safety standards are met for parking equipment and facilities, including monthly inspections and compliance with the Fleet & Driver Management Protocols

 

Alternative Transportation

 

  • Maintain and support university membership in Region of Waterloo Travelwise program including the corporate bus pass program

  • Manage the EV charging station inventory and expansion strategy.

  • Evaluate and manage facilities and programs to support cycling, including bike racks, secure bike storage areas, shower facilities, etc.

  • Develop on and off campus partnerships for transportation alternatives

Qualifications

  • Post secondary degree in a business-related field

  • Experience in supervision and Human Resources management

  • Experience in budget development/ management and fiscal reporting

  • Excellence in customer service; interpersonal skills, tact, diplomacy, integrity and professionalism in dealing with varied customer demographics

  • Strong organizational, decision-making and project management skills

  • Familiarity with Parking administration and systems

  • Excellent problem-solving skills and demonstrated ability to analyze complex processes

  • Excellent analytical, report writing, verbal and written communication skills

  • Excellent negotiating/de-escalation skills

  • Knowledge of university policies and procedures including procurement guidelines

  • Advanced knowledge of computer systems management and applications

  • Ability to exert sound judgement, multitask and meet deadlines

 

Hours of work

The normal hours of work are 8:30 am to 4:30 pm, Monday to Friday. 

 

Compensation

Level: MG-2B

Salary: $81,888 to $105,650 annually

When new employees are hired the appropriate base salary is determined using these sub-ranges as a guide while adhering to rules on hiring as defined in our compensation policy. Considerations for new hire salaries include, qualifications and length/depth of required experience, relevant market rates for similar jobs, internal equity, and estimated learning curve in starting the job.
